Tarım ve Orman Bakanlığı, Tarım ve Kırsal Kalkınma Sektörünün lider kuruluşudur. Lider kuruluş olarak Bakanlığımız, politika geliştirilmesi ve sektörün tüm alanlarında mevzuat hazırlayarak söz konusu mevzuatın uygulanmasından sorumludur.
Avrupa Birliği'nden Ülkemize sağlanan mali yardımlar 2007 yılından itibaren Katılım Öncesi Destek Aracı (IPA) vasıtasıyla kullanılmaktadır. IPA' nın ikinci uygulama dönemi (2014-2020) kapsamında, Avrupa Komisyonu tarafından 26 Ağustos 2014 tarihinde onaylanmış olan "Türkiye için İndikatif Strateji Belgesi'nde belirlenen dokuz sektörden birisi "Tarım ve Kırsal Kalkınma" sektörü olup "Kırsal Kalkınma" ve "Kurumsal Kapasite Geliştirme" olmak üzere iki alt sektörden oluşmaktadır. Kurumsal Kapasite Geliştirme alt-sektöründen sorumlu olan birim AB ve Dış İlişkiler Genel Müdürlüğü- AB Uyum Daire Başkanlığı altında faaliyet gösteren IPA Birimidir. IPA Biriminin oluşturulması süreci kapsamında Kurumsal Kapasite Geliştirme Alt-sektörüne 2014-2020 dönemi için tahsis edilen AB fonlarının kullanılması amacıyla özellikle programlama, izleme ve değerlendirme faaliyetleri açısından Avrupa Komisyonundan yetki devri alınması ve bu süreçte Genel Müdürlüğümüz bünyesinde IPA Birimi oluşturulması ve yetki devri belgelerinin hazırlanarak Komisyon'a iletilmesi gerekliliği ortaya çıkmıştır. Söz konusu süreci müteakip 24 Mart 2016 tarihli ve 320 sayılı Bakan Oluru ile AB ve Dış İlişkiler Genel Müdürlüğü bünyesinde programlama, izleme ve değerlendirme faaliyetlerinden sorumlu IPA Birimi olarak görevlendirilmiştir. IPA Birimi'ne ait olan organizasyon şemasına https://www.tarimorman.gov.tr/ABDGM/ipa/Menu/67/TeskilatSemasi linki üzerinden erişilebilmekte olup birimde 1 koordinatör, 3 programlama uzmanı ve 6 izleme ve değerlendirme uzmanı bulunmaktadır.
Ağustos 2015 tarihinde Komisyon denetimi öncesi hazırlıkları gözden geçirmek amacıyla Bakanlığımız IPA Birimi temsilcileri ve Ulusal Yetkilendirme Görevlisi Ofisi temsilcileri arasında bir toplantı gerçekleştirilmiş ve akabinde eksiklikler giderilmiştir. 1 Eylül 2015 tarihinde Avrupa Komisyonu – Komşuluk Politikaları ve Genişleme Müzakereleri Genel Müdürlüğü yetkilileri tarafından Genel Müdürlüğümüze denetim gerçekleştirilmiştir. Denetimi müteakiben "2014 yılı Finansman Anlaşması" 19 Kasım 2015 tarihinde Avrupa Komisyonu tarafından imzalanmıştır. Bahse konu anlaşmaya ilişkin 19 Aralık 2015 tarihli Mükerrer Resmi Gazete 'de "Türkiye Cumhuriyeti Hükümeti ile Avrupa Komisyonu Arasında İmzalanan Türkiye İçin Yıllık Aksiyon Programı'na Ait Ekli Finansman Anlaşması ile İlişik Notaların Onaylanması Hakkında Karar" yayınlanmıştır. 2014 yılı Yıllık Eylem Programına İlişkin Finansman Anlaşması 21 Aralık 2015 tarihinde yürürlüğe girmiştir. Son olarak, IPA II dönemine ilişkin ülkemizdeki kurumsal yapılanmayı ortaya koyan Başbakanlık Genelgesi, 8 Aralık 2015 Tarihli ve 29556 Sayılı Resmî Gazete 'de yayımlanmış, böylece yetki devri süreci tamamlanmıştır.
2015 ve 2016 yıllarına ait Finansman Anlaşmaları da yine benzer süreçler tamamlanarak imzalanmış ve söz konusu yıllar için Kurumsal Kapasite Geliştirme Alt-sektörüne tahsis edilmiş olan fonların kullanımına başlanmıştır. 2017-2020 döneminde Alt-sektöre herhangi bir fon tahsisatı yapılmadığından bu dönemdeki Finansman Anlaşmalarında Alt-sektöre yer verilmemektedir.
Yetki devri süreci tamamlandıktan sonra Uygulama Otoritesi dâhilinde bulunan kurumlar arasında görev ve sorumlulukların dağılımını belirlemek amacıyla IPA Birimi olarak NAO, Merkezi Finans ve İhale Birimi ve faydalanıcı Genel Müdürlüklerle işbirliği ve uygulama anlaşmaları imzalamıştır.
Programlama çalışmaları kapsamında Kurumsal Kapasite Geliştirme alt sektörü Sektör Planlama Belgesi (2014-2017) ile 2014, 2015 ve 2016 Eylem Belgeleri IPA Birimi tarafından faydalanıcı Genel Müdürlükler ile işbirliği içinde hazırlanmıştır.
Yeni hükümet sistemi kapsamında 2015/15 sayılı Başbakanlık Genelgesi güncellenmiş ve 2019/20 Sayılı Cumhurbaşkanlığı Genelgesi 4 Ekim 2019 tarih ve 30908 sayılı Resmi Gazete 'de yayımlanarak yürürlüğe girmiştir. Bu kapsamda Bakanlığımız, Tarım ve Kırsal Kalkınma Sektörü Kurumsal Kapasite Geliştirme Alt-sektörü için Lider Kurum olarak belirlenmiş olup Komisyon tarafından yapılan ara değerlendirme neticesinde Ülke Strateji Belgesinde revizyon yapılmış ve 2018-2020 dönemi için sektörümüz için tahsis edilmiş olan toplam fon miktarında kesintiye gidildiği tarafımıza bildirilmiştir.
Bu çerçevede, Bakanlığımız sorumluluğunda yer alan "Tarım ve Kırsal Kalkınma Sektörü" ile Sanayi ve Teknoloji Bakanlığı sorumluluğunda yer alan "Rekabetçilik ve Yenilikçilik Sektörü" nün birleştirilmesi ile söz konusu dönemde iki sektör için tahsis edilmiş olan fon miktarının 660,8 milyon avrodan 325,3 milyon avroya düşürülmesi planlanmıştır. Bununla birlikte, revize edilmiş olan yeni bütçe içerisinde 2017-2020 döneminde Kurumsal Kapasite Geliştirme Alt-sektörü' ne fon tahsisatı yapılmamıştır.
İzleme faaliyetleri kapsamında, uygulaması devam eden aktivitelerin yerinde izleme faaliyetleri ile yakın takibine devam edilmektedir. İhale süreçleri devam eden aktiviteler için ise son faydalanıcı olan birimlerle yakın işbirliği içerisinde süreçlerin zamanında tamamlanarak sözleşme son tarihlerine yetiştirilmesi için teknik destek de dâhil olmak üzere çalışmalarımız yoğun bir şekilde devam etmektedir.
AB Bakanlığı tarafından organize edilen ve ilgili Kurumlar ve proje sahibi birimlerden temsilcilerin katılımıyla gerçekleştirilen Uygulama Değerlendirme Toplantıları'na katılım sağlanmakta, ihale süreçlerindeki mevcut durum üzerinde görüş alış verişinde bulunulmaktadır. Yine IPA II uygulamalarının izlenmesi faaliyeti kapsamında Avrupa Birliği Başkanlığı tarafından gerçekleştirilen IPA İzleme Komitesi Toplantısına IPA Birimi olarak katılım sağlanmakta olup ayrıca yılda iki kere olmak üzere IPA Birimi tarafından Sektörel İzleme Komitesi Toplantıları gerçekleştirilmektedir.
The Ministry of Agriculture and Forestry is the Lead Institution of the Agriculture and Rural Development Sector. As a Lead Institution, our Ministry is responsible for policy development and implementation of the legislation in all areas of the sector.
Financial assistance from the European Union to Turkey has been used through the Instrument for Pre-Accession Assistance(IPA) since 2007. Within the scope of the second implementation period of IPA (2014-2020), in the Indicative Strategy Paper for Turkey which was approved by the European Commission on 26 August 2014 Agriculture and Rural Development", composed of two sub-sectors as "Rural Development" and "Institutional Capacity Building"sector, was identified as one of the nine sectors. IPA Unit, which is under the Directorate General for EU and Foreign Relations-EU Harmonization Department, is responsible for the Institutional Capacity Building sub-sector. In order to use the EU funds allocated to the Institutional Capacity Building Sub-sector for the period of 2014-2020, it was necessary to have conferral of management from the European Commission in terms of programming, monitoring and evaluation activities, to establish an IPA Unit under our General Directorate and to prepare and submit the documents regarding conferral of management to the EU Commission. Following the process, Directorate General for EU and Foreign Relations was appointed as the IPA Unit which is responsible for programming, monitoring and evaluation activities under the "Institution and Capacity Building" sub-sector of Agriculture and Rural Development sector with the Ministrial Consent numbered 320 and dated 24 March 2016.

IPA Unit consists of two divisions, namely "Programming Division" and "Monitoring and Evaluation Division". One Coordinator, three Programming Expert and six Monitoring and Evaluation Experts are working in IPA Unit.
In August 2015, in order to review the preparations before the Commission audit mission, a meeting was held between the representatives of the IPA Unit of our Ministry and the representatives of the National Authorizing Officer and subsequently identified deficiencies were corrected. On 1 September 2015, an audit was perfomed by the auditors of the European Commission – DG Neighborhood Policies and Enlargement Negotiations to our General Directorate. Following the audit, the "2014 Financing Agreement" was signed by the European Commission on 19 November 2015. As regards the Agreement, the "Decision On Approval of Attached Financing Agreement and Related Notes belonging to the Annual Action Program for Turkey signed between the European Commission and the Government of the Republic of Turkey" was published in repeated Official Gazette dated 19 December 2015. Financing Agreement Regarding the 2014 Annual Action Program entered into force on 21 December 2015. Finally, the Prime Ministry Circular, which reveals the institutional structure in Turkey for the IPA II period, was published in the Official Gazette dated 8 December 2015 and numbered 29556. Thus conferral of management process was completed.
Financing Agreements for 2015 and 2016 were signed after completing similar processes and the funds allocated to the Institutional Capacity Building Sub-sector started to be used for these years. Since there is no fund allocation to the Sub-sector in the 2017-2020 period, the Sub-sector is not included in the Financing Agreements belonging to this period.
After the transfer of authority was completed, in order to determine the distribution of duties and responsibilities among institutions, cooperation and implementation agreements have been signed with NAO, CFCU and beneficiary General Directorates.
Within the scope of programming activities, Institutional Capacity Building sub-sector - Sector Planning Document (2014-2017) and 2014, 2015 and 2016 Action Documents were prepared by IPA Unit in cooperation with beneficiary General Directorates.
Within the scope of the new government system, the Prime Ministry Circular No. 2015/15 was updated and the Presidential Circular No. 2019/20 was published in the Official Gazette dated October 4, 2019 and numbered 30908. In this context, our Ministry has been designated as the Lead Institution for the Agricultural and Rural Development Sector Institutional Capacity Building Sub-sector. As a result of the interim evaluation made by the Commission, the Indicative Strategy Paper for Turkey was revised and it was notified to us that the total amount of funds allocated for our sector for 2018-2020 period was cut.
Within this scope, The EU Commission decided to merge the "Agriculture and Rural Development Sector" under the responsibility of our Ministry and "Competitiveness and Innovation Sector" under the responsibility of the Ministry of Industry and Technology and the amount of funds allocated for the two sectors is planned to be reduced from 660.8 million Euros to 325.3 million Euros. In addition, the amount of funds to be allocated to the Institutional Capacity Building Sub-sector in the revised new budget has not been determined.
Within the scope of monitoring activities, on-site monitoring activities of the projects that are in progress continue. Our works continue intensively in close cooperation with the final beneficiary units to complete the processes on time and raise them to the contract deadlines for projects whose tender processes are ongoing.
Implementation Rewiev Meetings which was organized by the Presidency of the European Union, with the participation of relevant institutions and representatives of the project owner unit has been participated by IPA Unit and opinions are exchanged on the current situation in the tender processes. In addition, IPA Unit participates in the IPA Monitoring Committee Meeting organized by the Presidency of the European Union and also Sectoral Monitoring Committee Meetings are held twice a year by the IPA Unit within the scope of monitoring IPA II implementations.
